They are unlocked via their respective gemstones, that can be found for free or purchased for 100,000 coins in certain locations throughout the game.
Once you have the gemstone, return to Moon Castle to add them to your party.
Neptune’s Aquamarine gemstone can be purchased as early as the Sea of Serenity town.
